CONSTITUTION AND BY-LAWS OF THE LAKEWOOD MASTER BASSERS Last Modified 11/11/11 ARTICLE I...NAME, PURPOSE, MEEETINGS, AND FORMAT SECTION 1. NAME a. The name of the club shall be "LAKEWOOD MASTER BASSERS.” SECTION 2. PURPOSE a. The purpose of this club is to stimulate awareness of Bass fishing as a sport, to promote adherence to conservation codes, to promote Bass fishing in the form of sportsmanship, fellowship, and friendly competition among club members, and to improve our skills as Bass Anglers through a friendly exchange of fishing tips and techniques. SECTION 3. MEETINGS a. The club will meet at "The Clubhouse" on the first Wednesday of each month at 5:30 p.m. to 8:00 p.m. Meeting dates, times, and site may be changed by club vote providing all club members are notified prior to that meeting. ARTICLE II...MEMBERSHIP AND DUES SECTION 1. MEMBERSHIP IN THIS CLUB IS OPEN TO ANYONE. IT IS CONSIDERED A PRIVILEGE AND IS SUBJECT TO THE FOLLOWING... a. Membership is open to anyone. b. No previous action of expulsion from this club, or other serious rule violation. c. A members actions are expected to reflect favorably on the club, and its members. SECTION 2. REMOVAL FROM MEMBERSHIP. A MEMBER MAY BE PENALIZED, OR REMOVED FROM MEMBERSHIP FOR... a. A display of bad sportsmanship. b. A display of bad moral character. c. Flagrant disregard of boating safety. d. Any other act, which would reflect, dishonors or disgraces the club, and/or its members. e. Any tournament rule violation (verified as noted below), that a majority of the officers deem of sufficient severity to revoke or not renew his/her membership. (In any case, the issue will be brought before the Board, which consists of the President, Vice President, and Board of Directors. The accused member(s) will be given an opportunity (privately, if appropriate), to present his/her side. The Board of Directors will then decide on the necessary action to be taken.) SECTION 3. MEMBERSHIP DUES a. Membership dues are $ 50.00 per calendar year (Jan to Dec). b. Junior Membership (age 15-17) dues are $ 35.00 per calendar year (Jan to Dec). c. A member must be in good standing, with dues paid before tournament registration will be accepted. d. Tournament entry fee is $ 30.00 per person, per tournament, payable to the Sec./Treasurer prior to the completion of each tournament, with a preference made to paying prior to the start of each tournament. Also before each tournament begins a tournament liability release form must be filled out. $ 10.00 of the entry fee will go directly to the club, $ 10.00 of the entry fee will go towards prizes and $ 5.00 of the entry fee will go towards the “Big Fish” prize. The last $5 will go to the next years permit fund. ARTICLE III...OFFICERS AND DUTIES SECTION 1. PRESIDENT (Board Member) IT SHALL BE THE DUTY OF THE PRESIDENT TO... a. Preside over all club meetings and officers. b. Ensure completion of responsibilities of the other club officials. c. Assist in the development of the tournament schedule, tournament rules, and club by-laws. SECTION 2. VICE-PRESIDENT (Board Member) IT SHALL BE THE DUTY OF THE VICE-PRESIDENT TO... a. Fill in for the President wherever necessary. b. Assist in organizing club events and tournaments. c. Assist in the development of the tournament schedule, tournament rules, and club by-laws. SECTION 3. SECRETARY / TREASURER IT SHALL BE THE DUTY OF THE SECRETARY / TREASURER TO... a. Record and distribute the minutes of the monthly officer meetings. b. Maintain lake information for tournament locations. c. Assist in the development of the tournament schedule, tournament rules, and club by-laws. d. Collect, disburse and maintain accurate records of all club financial transactions. e. Secure membership registration and fees, tournament registration and fees and maintain all membership information. f. Provide prize money, for presentation at club tournaments (or as previously arranged). SECTION 4. TOURNAMENT DIRECTOR / WEIGH MASTER (Board Member) IT SHALL BE THE DUTY OF THE TOURNAMENT DIRECTOR / WEIGH MASTER TO... a. Development of the tournament schedule, tournament rules, and club by-laws b. Maintain up to date records of current club tournament standings c. Assist in the development of the tournament schedule, tournament rules, and club by-laws. d. Determine the time of each tournament driver’s meeting. e. Maintain club equipment and tournament documents. f. Inform the Board of any tournament rules violations. g. Perform pre-tournament boat inspections. h. Weigh each fish at the end of each tournament day. i. Use his or her judgment to determine whether or not a fish is legal in length. j. Be responsible for bringing the scale and measuring board to each tournament. He or she must ensure the scales are given to another club member if he or she cannot attend a tournament. SECTION 5. BOARD OF DIRECTORS THE BOARD OF DIRECTORS SHALL CONSIST OF THE PRESIDENT, VICE-PRESIDENT, TOURNAMENT DIRECTOR / WEIGH MASTER AND PAST PRESIDENT IT SHALL BE THE DUTY OF THE BOARD OF DIRECTORS TO…. a. Assist, and or resolve any conflicts regarding tournament rules when necessary. b. In case of conflict concerning a D/Q in which the accused offending member(s) is a board member(s) and “alternate” board member(s) may be elected via random drawing for the purpose of the conflict resolution ARTICLE IV...ELECTIONS, TERMS OF OFFICE AND VACANCIES SECTION 1. ELECTION OF CLUB OFFICERS a. Nominations and election of new officers will be held at the August club meeting. b. New officers will be installed in office following the end of the year Awards Banquet. SECTION 2. TERMS OF OFFICE a. Terms of office shall be for two years, and shall run from December to December. SECTION 3. VACANCIES OF AN OFFICE a. Nomination and vote of club members will fill vacancies of any office for any reason (to the end of the term). ARTICLE V...ANNUAL AWARDS AND PRIZES SECTION 1. . AWARDS a. Any prizes/gifts given to the club, or purchased by the club, will be awarded to members by raffles or tournament winners with the highest points /pounds totals after each tournament. Official rules will be announced before tournament begins. ARTICLE VI...AMENDING THE BY-LAWS OR ARTICLES SECTION 1. AMENDING THE BY-LAWS OR ARTICLES The procedure to amend these BY-LAWS OR ARTICLES is as follows... a. Proposals will be read aloud and voted on by the members. A proposal must receive a majority vote at which a quorum of members is present. b. The club by-laws, articles, tournament rules and procedures will be reviewed, and updated as necessary, at the beginning of each year by the incoming and outgoing officers. The tournament rules and or the By-Laws may be changed by a majority vote at ONE meeting where a quorum of club members is present. c. Copies of these by-laws and articles will be made available to any member of the club, upon request. |
